Researcher and Manager, AI, Emerging Tech and Regulation

As manager and researcher on AI, emerging technologies and regulation, Jessica works closely with partners across the Global South to advance shared agendas and surface new insights on how technologies are impacting journalism and information ecosystems. Jessica brings over a decade of experience working at the intersection of technology, democracy, and media.

Before joining the International Fund, Jessica led research for Freedom House’s Media and Democracy portfolio, examining pressures on independent newsrooms and promising responses amid digital disruption and democratic backsliding. She previously served as the Latin America research analyst for Freedom on the Net, Freedom House’s annual assessment of internet freedom around the world.

Jessica has supported research, communications and international engagement across a range of organizations, including the Royal Society of Arts in London and the British Embassy in Madrid. She began her career working on civil society and elections programs in Haiti and Nicaragua at the National Democratic Institute in Washington, DC. She holds a master’s degree in international development from Sciences Po, Paris.
